Kokrajhar (Assam) , Dec 24: Amidst strong protests from opposition Bodoland People’s Front(BPF) party members in the composite floor test conducted in Bodoland Territorial Council Legislative Assembly(BTCLA) , the Pramod Boro led UPPL- BJP- GSP coalition government won the composite floor test with majority strength of 22 members out of the 40 member house in the BTC Legislative Assembly on Thursday.
The composite floor test was conducted following the Gauhati High Court’s order to convene a special session of the BTC Legislative Assembly within Dec 26 .
Earlier, citizens from all walks of life accorded warm welcome to the elected members of UPPL- BJP- GSP when they reached the Bodofa Nwgwr to attend the composite floor test on Thursday.
BTC elected members were welcomed with flowers and garlands.
The session was chaired by pro-tem speaker of the BTC Legislative Assembly Katiram Boro.
A strict security vigil was deployed along the BTC Legislative Assembly complex where all elected members from different parties participated.
The Pramod Boro led coalition government of UPPL- BJP- GSP faced the composite floor test in the BTC Legislative Assembly after Gauhati High Court ordered to show the majority in the BTC Legislative Assembly after opposition BPF filed a writ petition against the UPPL- BJP -GSP coalition government.
In the recent BTC elections, BPF won 17(later one joined the BJP), UPPL 12,BJP 9,GSP 1,Congress 1(later joined the BJP).
All members of coalition of the UPPL,BJP,GSP including BTC CEM Pramod Boro participated in the floor test.
BPF elected members under the leadership of BPF president Hagrama Mohilary also attended the session.
Earlier,all elected members of the UPPL- BJP- GSP coalition parties arrived at Bodofa Nwgwr in two super deluxe buses from Guwahati just few minutes before the scheduled time of the BTC Legislative Assembly session.
After taking chair of the speaker Katiram Boro,the session began with the announcement of procedures by BTC Legislative Assembly secretary Dr Sanatan Deka.
BTC CEM Pramod Boro and his deputy CEM Gabinda Chandra Basumatary took oath as member in the house Bodo language.
After the voting was over BPF members started protesting by showing placards that led to an uproar in the house when BTC executive member Ranjit Basumatary was taking oath as member in the house.
The opposition BPF members asked the speaker to conduct the oath taking procedure according to alphabetical order to show respect and equality to the elected members in the house.
BPF members rushed to the speaker’s well protested against the speaker’s role while administering the oath.
The uproar of the opposition members continued for around fifteen minutes .
Later, the speaker adjourned the house for ten minutes due to the unruly behavior of the opposition members .
BPF member’s were demanding publici apology from the speaker during the session.
The assembly again resumed after 10 minutes of adjournment and the elected members and the elected members were allowed to take oath as members in alphabetical order.
During the assembly,BPF president and the outgoing BTC chief executive member Hagrama Mohilary took oath in Bodo language followed by all elected members.
After the completion of the oath taking session, the BTC Legislative Assembly again witnessed an uproar over selection of speaker or chairman in the house.
BPF members again started protesting near the speaker’s well and demanded the floor test should have been conducted earlier to form the government as per rules of the council.
Amidst the continuing protest and uproar in the house,the speaker requested the Pramod Boro led UPPL BJP GSP alliance parties to prove their majority by raising hands that led to their win in the floor test .
After 22 members from UPPL BJP GSP alliance raised their hands the speaker announced that Pramod Boro led alliance government has won the floor test and later adjourned the house.
On the other hand, BPF demanded secret ballot papers vote in the test instead of manual hand raising.The house also saw an uproar over floor test issue and BPF members were seated inside the assembly hall for sometime protesting against the speaker’s partiality in conduct of the session.
After emerging victorious in the composite floor test, BTC CEM Pramod Boro said that his government will fully dedicate for the welfare of people , development and integrity in the days to come.
He said that that the win today was the victory of the people and democracy would be respected in all aspects as the citizens voted the UPPL BJP GSP alliance parties in the council region.
“We are committed to work for the unity and integrity”,Boro said.
He said that his government will create an environment of corruption free society in the council region for paving way for good governance and healthy development .
He promised that all reported corruption and anomalies of the previous government would be taken up on priority and investigation would be initiated without any delay.
He has promised that all 40 constituencies of the BTAD would see massive development and welfare activities in the coming five years.
“There would be no compromise on the development and welfare in the council area “, Boro added.
BPF president Hagrama Mohilary has expressed his unhappiness over the floor test conducted today and termed that it as undemocratic.
He has alleged that the speaker was partial while conducting the session and his party members protested against the speaker role .
He said that his party will move to the court of law against the floor test which was conducted in a biiased manner .
Meanwhile, a get – together of the UPPL BJP GSP coalition parties was organised at BTC Legislative Assembly conference hall after winning the floor test which was chaired by UPPL president Pramod Boro.
Assam minister Pijush Hazarika,MPs Naba Kumar Sarania,Pallav Lachan Das, ex MPs UG Brahma,Biswajit Daimary,BJP MLA Ashok Singhal, BJP leader Jayanta Mallah Baruah were extended warm congratulations to all the elected BTC members.
Sighal said that the coalition government will dedicate for people’s welfare and development.
” UPPL BJP GSP alliance parties will be winning 12 seats of MLA constitution in upcoming Assembly elections next 2021″,Singhal said.
Assam minister Hazarika while extending congratulations to the elected members said that the coalition government is committed to work for healthy development and integration in the council.
He has expressed his resented over opposition members protest and unrully activities showcase in the house,said that the democracy must be respected with integrity.
He said that today UPPL BJP-UPPL GSP alliance parties won the hearts of the peoples and accordingly wins the crucial composite floor test amidst strong opposes from opposition BPF members.
Kokrajhar Lok Sabha MP and president of GSP Naba Kumar Sarania has extended his warn congratulations to the coalition government under the leadership of Pramod Boro.
He said that this is the win of the democracy and now citizens in the BTC council region will get good governance.
He said that the alliance government of rendered their best services for the people’s welfare.
Ex MP and founder president of UPPL party UG Brahma and ex Rajya Sabha MP Biswajit Daimary have also congratulated to the alliance government for their victory in BTC Legislative Assembly.
They said that people from all sections of the society are voted in favour of alliance parties for parivartan and massive development in the region.
