Kokrajhar (Assam) , Dec 18 : In what may be seen as a major obstacle for for the newly formed Bodoland Territorial Council (BTC), the Gauhati High Court today ordered BTC to maintain status quo.
Earlier , former BTC Chief Executive Member and BPF chief Hagrama Mohilary filed a writ petition stating that CEM , Promod Boro and MLC s have been appointed in violating the constitution .
The writ petition said that rules laid under the Election Rules of 2004 were completely violated while forming the new council on Monday with UPPL president Promod Boro as the CEM .
The case would next be heard on Dec 22 .
Meanwhile , Katiram Boro, who is the UPPL MCLA from Baganpara constituency and other four more MCLAs on Friday took oath as the Protem Speaker and Executive Members of the 4th Bodoland Territorial Council (BTC) Legislative Assembly.
The newly inducted executive members, who took oath of office and secrecy include Ukil Mushahary(Kachugaon), Ranjit Basumatary(Chirang Duar) of UPPL, Ranendra Narzary(Suklai Serfang) and Anup Kumar Dey(Fakiragram) of BJP.
With this, so far total nine members, including chief executive member(CEM) and deputy CEM have been taken oath in the Promod Boro led coalition BTC council government.
They were administered the oath of office and secrecy by the Commissioner, Lower Assam Division Rajesh Prasad in the presence of BTC Chief Executive Member (CEM) Pramod Boro, Deputy CEM Gabinda Chandra Basumatary, MP Naba Kumar Sarania, MLA of Dhekiajuli constituency Ashok Singhal, BTC Principal Secretary Shiddharth Singh and other host of dignitaries in a function held in the auditorium of assembly building at Bodofa Nwgwr.
Addressing in the swearing in ceremony, CEM Pramod Boro said, “The council was formed with the sacrifice and struggle of the people. So we should work hard for the welfare of almost thirtyfive lakh people living in this region by adopting the advice of UPPL founder President UG Brahma – training, planning and executing”.
He said that crores of money have been given by the government against various schemes for the development of this area, but due to corrupt practice and improper utilization of funds, the welfare schemes could not reach to genuine beneficiaries leaving in remote areas. “Therefore, we have targeted to make last man happy during our government by proper ensuring and monitoring the schemes to be implemented”, he added. Boro also appealed to all officers and staff to work dedicatedly by maintaining transparency in their offices and the leaderships of BJP, UPPL and GSP to cooperate and guide them so that they could give good governance to the people.
He said that the BTC Secretariat is for all peoples of the four districts and accordingly services must be for the people’s welfare and development.He said that the UPPL BJP and GSP alliance government is committed to work for the welfare and integration of the common areas in the region.
Meanwhile, the Executive Council(EC) of Bodoland Territorial jurisdiction has resolved to make request government of India and government of Assam to expedite the process of the clauses of Bodoland Territorial Region(BTR) accord implementation as well requesting for a tripartite meeting on the matter with the governments.
The first meeting of the Executive Council led by Pramod Boro, chief executive member of BTC was held on Friday within a week after the swearing-in-ceremony.
Several important decisions were taken in the meeting regarding the bringing good governance and welfare aspects for the peoples in the council.
The decisions included various reports related to delays in land sale permission and issues related to land transfer have been received from time, Executive Council entrusted the responsibility of preparing a Standard Operating Procedure (SOP) for streamlining all related matters and permissions for public convenience.
Since the BTR accord signing was a major step for ushering in peace and prosperity for the BTR, EC resolved to request government of India and government of Assam to expedite the process of Accord Implementation. The EC also resolved to request for a tripartite meeting on the matter with Govt. of India and Govt. of Assam.
The EC also resolved to request Govt. of Assam for early implementation of Arunodoi and Svayem Schemes in BTR region with properly distribution of the rights and welfare aspects.
“As part of peace initiative of CEM, and as announced by him during oath taking ceremony too, he designated Kokrajhar as the ‘Peace City’ of BTC. As part of this endeavour, EC resolved to provide three flower pots with white roses to all the shops in the market area as symbol of lasting peace in the area”,the EC meeting minutes said.
CEM Boro has further directed all officials to work with full dedication, transparency and honesty to ensure all round development of the Bodoland Territorial Region.
