Shillong (Meghalaya ) , July 8 : Here is an opportunity for every citizen to rate the quality of policing in India – and participate in the police reform process.
The SMART policing vision was announced by the Prime Minister of India at the Conference of DGPs held at Guwahati, in the year 2014. He had called for systemic changes to transform the Indian Police to be: Strict and Sensitive, Modern and Mobile, Alert and Accountable, Reliable and Responsive, Techno-savvy and Trained (SMART).
How far have police forces progressed in achieving this vision in the six years since the announcement of the SMART policing goal? Do the public perceive the impact of any transformation in line with the ideals outlined in SMART policing ? This is what the Indian Police Foundation (IPF), seeks to find out through this survey. The purpose of the survey is:
1. To understand the existing strengths and weaknesses in policing, based on the ground level appreciation of citizens’ trust / satisfaction, and to identify the areas of concern on which the police need to focus.
2. To identify the best performing Police Stations, Districts and States in India that deserve recognition and encouragement.
3. Ranking of States as well as Districts and Police Stations in each State, based on citizens’ ratings.
Identity and privacy of citizens who participate in the survey will be fully protected. Data will not be shared or used for any other purposes. At the same time, it will be ensured that a person who logs in through an email address can submit only one response.
Survey will be available in 12 Indian languages. Links for the English and Hindi versions are given below:

Since not everyone will be able to access the online survey and respond, we would like to enlist the help of NGOs, youth, students, teachers and other volunteers to contact people of all sections of the society including the illiterate and the weaker sections to get responses. They may help people submit the filled up form. Remember to follow all covid appropriate protocols while you interact with people!
Citizens, students, youth, NGOs, and social workers who would like to volunteer for this survey are requested to please contact us on email : survey@policefoundation.in
CLOSING DATE FOR THE SURVEY IS JULY 31, 2021
