Kokrajhar ( Assam) , May 24 : Amidst the absence of Opposition members from Bodoland People’s Front (BPF) ,the Bodoland Territorial Council Legislative Assembly passed Rs.3310.67 as normal budget and Rs. 602.36 crores which has been received from SOPD for the BTC administration for the 2021-22 financial year during the BTC Budget session held on Monday.
The one-day budget session 2021-22 of Bodoland Territorial Council Legislative Assembly was held with Katiram Boro, speaker of Bodoland Territorial Council Legislative Assembly in the chair on Monday.
Opposition members continued to remain absent for the fourth consecutive time in the Bodoland Territorial Council Legislative Assembly held here .
The house passed Rs.3310.67 as normal budget and Rs. 602.36 crores which has been received from SOPD for the BTC administration for the 2021-22 financial year.
BTC chief executive member (CEM) and in-charge of Finance department, Pramod Boro highlighted the budgetary allocation for different departments .
In his budget speech . Boro informed that BTC administration is going through a tough time due to the Covid-19 Pandemic. Even though the daily cases in India is declining day by day, but Bodoland and Assam is still not out of danger.
He urged upon the people to fight it back hard unitedly to defeat the invisible enemy.
”Many have lost their lives due to this pandemic and Economic sector has also been affected badly due to this pandemic. But we have to keep moving and continue our developmental activities in this pandemic situation also.” Boro said.
“I believe that the strong NDA Government at Dispur and BTR will be able to win this battle together and speed up the economic slowdown and developmental activities once the situation is totally controlled “,he said.
He said that the SOPD allocation for the Financial Year 2020-21 is 67178.10. Lakhs. But due to the economic slowdown during this pandemic situation the SOPD Allocation for the Financial Year 2021-22 is 60236.74 Lakhs, which is a cut of Rs.6941.36 Lakhs from current SOPD allocation.
He has emphasized that his council is stressing for massive welfare and development of Forest, Agriculture ,Road communication, Health, Education department in the council.
He regretted that the the Opposition bench was absent in the budget session for the fourth consecutive time since the new government took over the BTC administration and termed it as an unfortunate situation in Bodoland Territorial Council Legislative Assembly as opposition members are not participating the assembly session.
He has said that Opposition members are not obeying the parliamentary norms inside the assembly house.He also alleged that the BPF only wants to reign,so they are not participating in the sessions .
He said that the opposition members have a lot of responsibilities while discharging their duties and activities inside and outside of the assembly, but unfortunately they are doing nothing for the common masses in their respective areas.
Boro informed that the assembly also discussed on the increasing drugs abusive among the youngsters in the society and accordingly passed a resolution for setting up of a drugs de-addiction centre across the four districts of Bodoland Territorial Council to eradicate the drugs menace .
Boro also informed that the BTC budget session has allocated 1 crore each annually for Speaker and the deputy Speaker of the Bodoland Territorial Council Legislative Assembly to utilize for the developmental activities.
CEM Boro also said that the cabinet expansion of the Bodoland Territorial Council would be done once the present environment becomes conducive .
He said that the BTC administration and state government are jointly initiating strict steps to control the COVID-19 situation and necessary preventive measures have been initiated .
