Shillong, Aug14: The Meghalaya Programme for Outdoor Work Experience, Research and Education, MPOWER, today signed a four-year contract with Global AgriSystem Pvt. Ltd. to strengthen monitoring, evaluation and data systems for the project.
The agreement was signed at Committee Room-II, Main Secretariat, in the presence of Vijay Kumar Mantri, Co-Project Director, MPOWER & Commissioner & Secretary, Education; Dr Ravendra Singh, Senior Adviser, ISS (Retd.), Global AgriSystem; and Wankit Kupar, Deputy Project Director, MPOWER.
Under the engagement, Global AgriSystem will conduct baseline, quarterly, midline and endline assessments to track implementation and measure results through the project period.
A key focus will be on adolescent outcomes — education, school retention and dropout, life skills, health, wellbeing, empowerment, access to services, and transition to higher education, skills and employment. The findings will help assess how MPOWER interventions are improving opportunities for young people across Meghalaya.
The firm will also upgrade digital monitoring and MIS support. Technology-enabled data collection will ensure timely and reliable information, with results integrated into the MPOWER Project MIS for better planning and reporting.
Field engagement is part of the mandate. Teams will work with in-school and out-of-school adolescents, schools, communities, youth centres, frontline workers and government departments to capture beneficiary experiences and identify challenges early.
Periodic analytical reports and recommendations will be submitted to MBMA/MPOWER to support course correction and improve delivery. Officials said the partnership will make MPOWER more accountable and evidence-driven, ensuring programmes remain responsive to youth needs.
