Kokrajhar (Assam) ,Dec 8: The United People’s Party Liberal(UPPL) has demanded a CBI probe into BPF president Hagrama Mohilary’s undisclosed assets amounting to more than 190 crores .

Addressing a press conference held at UPPL party office in Kokrajhar today, UPPL president Pramod Boro accused Mohilary of indulging in massive corruption and anomalies in the council region. He alleged that Hagrama Mohilary has undeclared assets worth more than 190 crores which were collected by siphoning off huge amount of public welfare funds.

He said that Mohilary promoted corruption of the highest order and deprived the people of BTR of all-round development.

He said that a large discrepancy has been found between the value of assets declared by him in his candidate affidavit and the actual value of his assets. While he claims to have assets amounting to a little more than Rs. 86 crores, his value of undisclosed assets far outweigh that of his assets being disclosed.

He alleged that among the properties that Mohilary hasn’t declared includes Hotel Gaurang Valley, Kokrajhar; ChampaBitumin Hot Mixture plant, Samthabari in Chirang; Gaurang Stone Crusher at Samthabari, Chirang; MRM Hospital, Kokrajhar; two Petrol Pumps; 300 Bighas of pond in Champa and 1000 bighas of land in Kokrajhar amongst others.

Moreover, the value of Hagrama Mohilary’s undisclosed commercial property including apartments, hotels and complexes in Delhi, Mumbai, Chennai, Kolkata, and Guwahati is worth Rs. 73 crores 46 lakhs. He also has luxury cars worth Rs 1.9 crores and diamonds amounting to Rs. 1.6 crores, besides having an investment worth Rs 120 Crores in bonds, shares, and mutual funds. He has six bank accounts in his name and 38 in his wife’s name.
The way , Mohilary deceived, betrayed, and cheated the people of BTR for the past 17 years is no longer a secret. Recently, a PIL has been filed by Advocate Narapati Brahma of Kokrajhar and social worker Ranjan Kumar Baruah of Dispur against BTC headed by its Chief Executive Member and BPF Chief Hagrama Mohilary in Gauhati High Court on charges of corruption and mismanagement in the Bodoland Territorial Region. A complaint has been filed with the election commission on Dec 7.

The PIL has been filed against the respondents in matters of illegal, unchecked and rampant corruption by which funds were embezzled in all the departments such as Panchayat and Rural Development,Welfare of Plain Tribes and Backward Classes, Sports, Agriculture, Textile and Handloom, Information and Public Relation, Transport, Education, Social Welfare, Fishery etc by the Executive Members of Bodoland Territorial Council (BTC), officials, suppliers, contractors etc.

The PIL mentions that since last 15 years, more particularly from the year 2010, an unchecked and rampant corruption is taking place within the four (4) districts of the Bodoland Territorial Council (BTC) i.e. Kokrjahhar, Udalguri, Baksa and Chirang. It is stated in the PIL that “a social audit of MGNREGA in Bodoland Territorial Council (BTC) was conducted by involving Gram Sabha, eminent persons and groups of persons. It was found that most of the works sanctioned under MGNREGA within the four districts of Bodoland Territorial Council (BTC) had remained incomplete. The rate of completion of the work under MGNREGA is only 35.5 per cent and job card holders get 27.5 per cent of the wage that has been credited to their bank accounts ”,he said.

Also, the PIL mentioned 457 crores job card fraudulent allegations in the last two and a half years. Furthermore, allegations of a scam of Rs 1,500 crore were made against  Hagrama Mohilary’s regime in distribution of food and other essential supplies to the public. The PIL also mentioned corruption charges amounting to Rs. 30 crores in a scheme related to water supply in the region.

He said that Hagrama Mohilary, belonging to Scheduled Tribe, is the chairman of the Schedule Caste Board in BTR. Now, isn’t he doing grave injustice to the people belonging to the Scheduled tribes this way? How can he possibly empathize with the social and economic hardships being faced by those people? Isn’t this a clear example of gross misuse of power? He must be held accountable for such misdeeds.

“Hagrama Mohilary has also deceived the state government and election commission by submitting false details about his assets. If he can make such an attempt to mislead and deceive the government and the election commission, nothing is left to our imagination as to how low can he sink and to what extent can he stoop to amass unimaginable quantum of personal wealth out of public funds. If he can try to take the government itself for a ride, we can well imagine the plight of the public faced during his regime of 17 long years”, Boro added.
