Shillong (Meghalaya), Dec 16: The Meghalaya government has issued a clarification on the Meghalaya State Investment Promotion and Facilitation (MSIPF) Act, 2024, addressing concerns raised by various stakeholders.
According to a statement issued by the Joint Secretary, Planning, Investment Promotion, and Sustainable Development Department, the MSIPF Act, 2024, does not contradict the Meghalaya Transfer of Land (Regulation) Act, 1971, thereby alleviating concerns over alienation of tribal land.
The government has also assured that the MSIPF Act, 2024, does not undermine the role of Autonomous District Councils (ADCs) in the state.
Furthermore, the government has emphasized its commitment to environmental sustainability, highlighting the Meghalaya Industrial and Investment Promotion Policy (MIIPP), 2024, which aims to transform Meghalaya into a green investment destination.
The policy introduces attractive incentives across 16 priority sectors, including hotels and hospitality, tourism, education, biotechnology, and more.
The government has also clarified that the MIIPP Policy, 2024, ensures employment opportunities for locals in newly created industries, with a mandate for industrial units to employ a certain percentage of local people in managerial and non-managerial positions.
In addition, the government has addressed concerns over potential conflicts with existing laws, stating that Section 34 of the MSIPF Act, 2024, clarifies that the Act’s provisions will not override existing state laws, customs, or usages, except for specific permissions listed in the Combined Application Form (CAF) for investors.
The clarification is expected to alleviate concerns and provide a clearer understanding of the MSIPF Act, 2024, and its implications for the state.
