Kokrajhar(Assam), April 29: Commissioner and Secretary of the Public Health Engineering(PHE) , Siddhartha Singh took over as the Principal Secretary of Bodoland Territorial Council (BTC ) just after imposition of Governor’s Rule in BTC administration.
Singh has replaced the existing BTC principal secretary Robinson Mushahary after BTC was put under governor’s rule following expiry of BPF ruled BTC administration on midnight of April 27.
Meanwhile , the president of Bodoland People’s Front(BPF) Hagrama Mohilary has urged all sections of the society to maintain peace in the region post imposition of governor’s rule.
Mohilary, who was also former chief of Bodoland Territorial Council( BTC ) said that his party sought extension of six months of the council ,but on Monday governor’s rule was imposed.
He said that his party ruled BTC administration and was working for all round development in the region since taking over of the council.
BPF has ruled BTC for over 17 year since its creation after signing of an accord in 2003 and dedicated itself for the upliftment of the common masses.
He said that he has nothing to say over the imposition of the governor’s rule in council,but urged the common masses for bringing social integration in the coming days.
While reacting to the imposition of Governor’s Rule in BTC he hoped ,the region will see peace and unity in coming days.
Meanwhile,Kokrajhar Lok Sabha MP and president of the Gana Suraksha Party (GSP) has welcomed the imposition of governors rule in the council and accused the BPF ruled BTC administration in indulging in huge corruption and anomalies during its rule for 17 years.He urged upon all sections of the society to come forward and ensure social integration in the region.
He was confident that the GSP would be winning with majority support and form the next council .
He also extended thanks to the state government and the Governor of Assam for bringing Governor’s Rule in BTC administration as BPF ruled council’s tenure expired on Monday.
Former Rajya Sabha MP and senior leader of United People’s Party Liberal(UPPL) Urkhao Gwra Brahma welcomed the imposition of Governor’s Rule in Bodoland Territorial Council(BTC) and termed it as a right decision to impose Governor’s Rule in the sixth scheduled area and urged upon the state government to conduct the council election once the situation is normalized.
While welcoming the notification issued by the governor’s office for imposition of governor’s rule in BTC administration, he said various parties and citizens from the region demanded governor’s rule in the region and accordingly, the demand has come into effect and the governor of the state will be the in charge of the council till the conduct of the council elections.
He said even though,ruling BPF demanded extension of the council administration for six months,the governor did not pay any heed to the extension and imposed Governor’s Rule in the council after the present BPF ruled BTC administration’s tenure expired on Monday.He also appeal to the government and governor not keep the governors rule in the BTC region beyond six months otherwise the region may witness constitutional crisis in the coming days.
“We urge the state government to take necessary measures to to hold the council elections immediately after control of existing COVID-19 situation in the state”, Brahma added.
Various organisation and parties including Gana Suraksha Party(GSP), Congress and All Bodo Students Union(ABSU) have also welcomed the imposition of Governor’s Rule in Bodoland Territorial Council(BTC).
Notably, the Bodoland Territorial Area District(BTAD) was created on 10th February ,2003 after a BTC Accord through a tripartite peace talks between centre, state and former BLT leaders(now defunct).There are 40 constituencies in BTC legislative assembly, out of that 30 are reserved for Scheduled Tribe(ST),5 reserved for non-ST and five open for all. The first council was conducted in 2005 and since its creation, BPF consecutively came to power till date.
