Shillong (Meghalaya), Sep 9: The Meghalaya Legislative Assembly is taking decisive steps to combat the rising cases of HIV and drug abuse in the state. VPP MLA Ardent Basaiawmoit moved a special motion highlighting the growing concern of HIV cases, which has prompted the government to consider implementing mandatory HIV testing for couples before marriage. Health Minister Ampareen Lyngdoh emphasized that the state is mentally prepared to take strong actions, citing Goa’s similar law as a potential model.
The discussion revealed alarming statistics, with East Khasi Hills recording 3,432 HIV/AIDS cases, and only 1,581 patients currently under treatment. West and East Jaintia Hills are reportedly witnessing the most alarming numbers, with the virus spreading rapidly. Lyngdoh stressed the importance of improving testing, screening, and treatment linkages, noting that 159 patients have died after dropping out of ART treatment.
The Assembly’s focus on HIV/AIDS comes as the state government launches a comprehensive anti-drug strategy, DREAM (Drug Reduction, Elimination and Action Mission), with a Rs 50 crore commitment over five years to support rehabilitation centers. Chief Minister Conrad K Sangma emphasized the critical role of grassroots organizations in combating substance abuse.
The Meghalaya Legislators’ Forum on HIV/AIDS has been reconstituted to raise awareness and combat the disease. Assembly Speaker Thomas A Sangma lamented the high prevalence of HIV in Meghalaya, exceeding national averages. The forum aims to work in mission mode, with legislators contributing financially and socially to support people living with HIV/AIDS.
Leader of the Opposition Dr. Mukul Sangma highlighted the importance of targeted approaches to reduce infection rates. The government plans to hold region-wise consultations across Garo Hills and Jaintia Hills to develop area-specific strategies. With the state ranking sixth nationally in HIV/AIDS prevalence, the government’s efforts aim to bring the situation under control through collective action and community engagement.
