Shillong, July 30: The Meghalaya Assembly’s Committee on Public Undertakings on Thursday took the Power Department to task over pending corporate loans and irregularities in the SAUBHAGYA and DDUGJY schemes flagged by the CAG.
Chaired by Charles Marngar, the meeting was attended by members Banteidor Lyngdoh, Sanjay A. Sangma, Subir Marak and Smt. Santa Mary Shylla, along with Power Secretary Ramakrishna Chitturi and senior officials of the department.
The Committee reviewed the loan account of M/s CMJ Breweries Pvt Ltd, Byrnihat and noted that repayment has been unsatisfactory. Against a principal amount of Rs 61.94 crore, only Rs 23.98 crore has been repaid while Rs 29 crore remains outstanding. The repayment deadline is August 2026. MIDC informed the panel that recovery efforts are being intensified, and the Committee directed the department to submit a detailed report, assuring that it will closely monitor the matter.
The panel also examined the cases of M/s Greystone Smelters and Greystone Strips Limited. It was informed that their loans were written off by MIDC’s Board of Directors at its 242nd meeting on September 24, 2025. The Committee clarified that a write-off does not amount to a waiver and directed the management to continue pursuing recovery. Both companies have been given one week to clear their dues.
In other cases, the Committee noted that Aura Hotels and Resorts Pvt Ltd has fully repaid its loan of Rs 51 crore. The outstanding dues of Badhok Nongmalieh Ford Dealer, Mawiong Rim, were settled through the transfer of a 43,22,000 sq ft property at Kawa Sing, Rani in Ri-Bhoi District.
The Committee also reviewed CAG observations on “Undue Financial Benefit to Contractors under SAUBHAGYA and DDUGJY” contained in the report for the year ended March 31, 2022. It observed that payments had been released without proper verification of mandatory insurance documents. The Power Department assured the panel that action would be initiated against the officials responsible, and the Committee directed the department to submit a comprehensive report within one month.
Chairperson Charles Marngar said the Committee will continue to closely monitor all pending issues discussed, particularly those concerning the Power Department. Members Smt. Santa Mary Shylla, Banteidor Lyngdoh and Sanjay A. Sangma also raised concerns over the shortage and unavailability of transformers in several areas. The issue was taken up with the Power Department, with members stressing the need for timely supply to ensure uninterrupted electricity across the state.
