Kokrajhar (Assam),Feb 18: A two -day vote on account budget session of Bodoland Territorial Council Legislative Assembly started from Tuesday at BTC Legislative Assembly House,Bodofa Nwgwr here .
This is the last budget of the BTC Assembly led by Bodoland People’s Front as the council elections are slated sometime in April next.
The session was chaired by Tridip Daimary,speaker of the BTC Legislative Assembly.
The session started with question hour and questions put by UPPL member Nirmal Kumar Brahma.
On the opening day ,BTC executive member Doneswar Goyary on behalf of CEM , Hagrama Mohilary who is also holding the Finance portfolio presented the Vote- on- Account budget amounting to Rs. 569 crore for the year 2020-21.
The vote on account, which has been presented, will cover the necessary expenditures of first three- four months till the full budget is passed.
Presenting the budget, Goyary said he has not been able to present a regular budget as the term of their current BTC government ends within few months.
On day one ,the session discussed on various issues as well as developmental aspects in the region.
BTC chief Hagrama Mohilary,BTC deputy chief Kampa Borgoyary,Executive Member Alindra Mushahary were absent on the opening day of the session.
BTC executive member Maheswar Basumatary said that the budget discussed on the vote on account for four months till completion of council election.
During the session today , the house passed the Bodoland Territorial Council Excise Bill, 2019, while BTC Speaker Tridip Daimary announced the names of the members of the Panel of Chairman under Rule 9 of the Rules of Procedure and Conduct of Business in BTC.
The discussion and voting on vote on accounts will be held on Wednesday.
Meanwhile,Opposition members have expressed their unhappiness over tabling of vote on account budget as BTC chief Hagrama Mohilary,deputy chief Kampa Borgoyary,executive member Alindra Mushahary were absent.
Opposition members Ganashyam Das(Independent) and Rwngwra Narzary(UPPL) termed that the presented vote on account budget was not acceptable as BTC administration could not meet the hopes and aspirations of the people in the region.
Narzary alleged that the budget was not suited for the people as there was no good gestures for the citizens.He also expressed his resentment over the absence of Hagrama Mohilary and his deputy Kampa Borgoyary on the opening day .
He said that his UPPL was fully prepared for the council elections.He claimed that this time around the UPPL would be victorious in majority of the seats and rule the council during the next term.
“BPF is going to face defeat in the upcoming council elections”, Narzary added.
On the other hand,party workers from ruling BPF and well wishers from Banargaon constituency offered warm welcome and felicitations to the existing BTC executive member Rajib Brahma,who has been nominated to contest the upcoming BTC elections scheduled in April next.
BPF president Hagrama Mohilary yesterday announced the names of 15 candidate’s for the first phase including Banargaon seat.Rajib Brahma has been nominated to contest the council election.
Party supporters and workers greeted Brahma on being nominated for the council election today at his Kokrajhar residence.
Brahma was hopeful of winning the Banargaon seat with the massive public support .
