Shillong ( Meghalaya), Feb 19 : The Meghalaya High Court has dismissed an appeal by M/s BSCPL Infrastructure Ltd., upholding a five-year blacklisting order imposed by the Public Works Department (Roads). The department had barred the company from participating in future tenders/contracts, citing alleged irregularities in a 2009 road project.
A division bench headed by Chief Justice Revati Mohite Dere and Justice W. Diengdoh rejected the company’s appeal, WA No.3/2026, which challenged a lower court decision. The original order was passed on December 17, 2025, dismissing the company’s writ petition.
The case involved a joint venture between M/s BSCPL and C&C for the 2-laning of Nongstoin-Shillong Section of NH 44 and Nongstoin-Rongjeng-Tura Road in Meghalaya. The project faced disputes over payments, with DRB-I awarding ₹80 crore and DRB-II awarding ₹220 crores for delays and disruptions. Arbitration proceedings were initiated, with the tribunal constituted in March 2019.
