Shillong ( Meghalaya), March 10 : Former Chief Minister Dr. Mukur M Sangma has filed an FIR against Estamur Mominin , alleging that his speech contained vitriolic election rhetoric and provoked disharmony among groups. The speech, made after Momin was assaulted while filing nominations for GHADC elections, mentioned Sangma and others, implying approval for non-tribal participation in the elections, which Sangma denies.
The FIR cites sections 192/196/353/57 BNS, claiming Momin’s speech sowed discord and incited hatred. Authorities are investigating, with Phulbari Police Station taking necessary action.
The controversy surrounds the GHADC’s requirement for candidates to have Scheduled Tribe (ST) certificates, with some arguing it restricts non-tribal participation. Mominin had argued the GHADC is a constitutionally protected institution safeguarding tribal self-governance
